You can group the users to create common browsing policies. You need to define a default policy for a particular group viz would be as follows

Default block : means by default everything is blocked for them and you need specify what Allow policy you want to implement for them.

Default allow : means by default everything is allowed for them and you need specify what blocking policy you want to implement for them.
